       This is an outstandingly cunning idea! You'd need a fairly stable gel, though.   

       One other thought - would it not have been possible to pump the waste out into a tanker?   

       One final thought - it probably doesn't matter, except for psychological reasons. I doubt that that amount of waste, dispersed by a few days of currents, would be detectable. But maybe I'm wrong.
