Move daylight saving changeover time to Friday afternoon

The point at which clocks go forward for daylight saving should change from 1am on a Sunday to 3:30pm on a Friday. The point at which clocks go back should remain unchanged.

       Actually, it would have to be ten minutes forward per month for six months, then ten minutes backward again, starting from the winter solstice.
