There would be an automated carwash style tube that runners could go through. (track, marathon, whatever) The first part would be an intense water shower, with powerful jets to get the sweat out of the runner's eyes and to make completely sure the runner is wet. The second part would be 50 meters of
extreme cold, enough to drop the runner's body temperature during that time. Optional: A mild salt-water spray to keep the runner cooler later. Also include a toilet, because marathon runners want one, and a table of water or sports drink bottles.
Runners with less-than-optimal physical condition could bypass the tube and accompanying shock, or opt to use the toilet and table but bypass the spray and freeze.
