The home page would have a link in large writing describing this site.

My idea is to have an introductionary page that is easy to understand and easy to find that would be in bold writting on the top of the home page and new users could read it, or make users read an intro or give them the option to when getting a user name to this site.

We like to give people our own introductions.

I'm sure we've had this before. I don't remember but I have a suspicion it was recieved slightly better last time.

What do you mean by homepage? The overview page?

By the way, I don't think this is the right category.

Actually, I've always thought something like this would help solve many of our problems.

A better suggestion, which has been made before, was that new users be directed to either a special page or the Help page on account creation. But someone already suggested that.
