I see this as roughly one of these two:

1. Big shoes you step in, with propellers a la Das Boots (but mounted several inches below the actual 'shoe' part to keep you going while hydrofoiling), which are slightly buoyant. They have hydrofoils which enable you to completely exit the water at high speeds, skimming the surface as a typical hydrofoil does. A steering wheel attached to each shoe via carbon-fiber tube allows some measure of stability for the upper half of the rider as well as, well, steering. The shoes are attached to each other and to the wheel in such a way as to allow you to lean into turns. Probably there should be another foil in front of the others for more stability.

2. Take a regular personal watercraft or jetski (if such a thing exists) and outfit it with hydrofoils, and mount the actual turbine (intake and output) below the foils.

I'm not sure either of these would be very safe, but heck, jetskis aren't anyway, and people buy *them*. This would make them like they are, only more so. Again, not safer, but more fun for those who want more fun.

       Ouch! <holds ribs> It hurts a lot to hit the water at high speeds horizontally. Nonetheless a test drive would be fun. Have an ambulance waiting.
