Take a hullaballoon drive and orient it vertically so that the balloons travel skywards when inflated and return to Earth when not. Mount the whole thing so that it has some clearance above the ground, and place a filling station at the base. Finally, hook up a turbine to the balloon conveyor belt in order to extract from this contraption energy in the form of electricity.
