Maybe such a category exists, but I'm sure there's a multitude of ideas out there that involve sport and pets.

Other possible categories:
Public: sport: pet
Culture: sport: pet
Culture: animal: sport

How do new categories get created by the way ? Do we just ask for them ?

Categories are created once there are many ideas that fit into them.

A good "create my category" post would list the existing ideas that would fit into the new category, and those existing ideas would preferrably come from other categories that are overfull. (Where overfull starts at around 20 ideas.)
