Adding to the idea on : Oregon initiative would outlaw assault weapons unless guns are registered with police

Assuming each user registers the weapon, then you can have a mandatory electronic magazine placed where the actual magazine fits. It would have a long life rechargable battery, wireless connectivity, GPS, camera, and mic.

The user cannot phyiscally bypass the electronic magazine and can only manage to load one bullet directly into the rifle. To load an actual magazine, user must remove the electronic magazine first which will automatically alert the police with rifle and user ID, give the location, open camera, and activate mic.

       What if you keep your personal weapons in a well-designed steel gunsafe, which will efficiently block both GPS and any other comms ?   

       Car thieves defeat tracker systems by loading the cars into shipping containers which provide RF screening. When they get to a secure location they dive inside the container and use an EM field meter to locate and destroy the tracker.   

       Just arange a simple mechanism to deactivate the "magazine" while the door's shut. Game over.
