"Who needs a twelve inch strip of plastic wrap to wrap their fish bones in when a six inch strip will do" asks Jane Consumer. "I can now chose from two widths of plastic wrap to obscure my leftovers. Smaller items on small dishes don't need a full size piece of plastic wrap to cover them, and I feel so wasteful when I tear off one of those wide pieces of plastic wrap to cover my leftover star fruit."

Aside from the obvious question of actual cost of the product (plastic film) versus the packaging (the roll, box, cutter blade), this gimmick might just sell.

I like the paper towels that are the same width, but twice the frequency of perforation -thus half the length. They encourage more conservation of paper.

Can't find half width plastic wrap, but the truly magnificent Lakeland Limited sell foil in widths of 6", 12", 18", 20" and 24". It's this kind of attention to detail that has made them great.

I always get a wide roll and use the bread knife to chop it in half. More plastic for your money that way.
Warning: Don't try to do the cut with a circular saw. It will be a real mess. An electric bread knife may work though.

If your concern is not travel, you should have whole width plastic with a toggleable blade in the middle. Switch the blade down and you remove two half-width strips to wrap multiple bones. Toggle back up and it's more whole-width plastic in case you get some crouissants.
