Flying Dog Propeller Fins

Attach balloons to dog harness, that's not new, but give them paddle fins to maneuver in the air.

The paddles would fold when going forward and open when pushed back using the dog's natural dog paddle swimming motion to power this dogrigable or bowser blimp.

Would need clear instructions to only use indoors or the poor little guy might blow away and end up over China.

Could put a rudder on the tail but that would be mainly for show. Don't think they could wag it fast enough to give any appreciable forward motion. And judging by the dogs in the video not sure there'd be a lot of tail wagging going on anyway.

But some might like it once they got used to the idea. I'd like it if I were a dog.
