There exists a form of confectionery sold under the brand name of "Fisherman's Friend" <link>
Described as "a remedy containing menthol and eucalyptus oil ... made ... into small lozenges" the grim reality is a tablet of innocuous-looking material that has about the same effect as sucking on a block
of nuclear waste mixed with sewage and mustard gas. Survivors are left partially disabled for prolonged periods, and respiratory function is likely to be permanently damaged.
Working on the principle that "With friends like, that who needs enemies ?" and "That which does not kill us, makes us stronger", BorgCo engineers in collaboration with a number of other organizations, including MaxCo's biological warfare division, are developing an even stronger concoction with substantially greater potency.
The objective is to provide victims of those offering seemingly harmless mints that end up initiating a four hour coughing fit with some legitimate and effective means of retaliation.

Suggest edit: Fisherman's Toes. Everything else
remains the same except for the source and
appearance of the losenger. |

If you are serious about making it taste bad while dissolving phlegm you could add a surfactant or detergent to cut the mucous. Those taste really bad but might improve the medical effect. I have heard of Tween 20, it might work. |

The only "medical effect" we want is to put the recipient in hospital; essentially, CS gas in a sugar-coated tablet. |

It's bad enough being stuck on a bleak, windswept firing range for hours without being subjected to non-consensual chemical experiments as well. "Here, try one of these, it'll warm you up ..." - well, no, because when they drop your pine box into that hole in the ground, you'll be quite cold ... |
