This conspiracy would take place on a grand scale. It would be a simulated world war wherein materials would be stockpiled and people sent off to fight from various countries. In fact the "soldiers" would be given conventional educations for the duration, the materials would be kept, and no fighting would take place. At the end of it one may expect great warehouses full of extra goods to be available, a very large population of educated men and women to be released back into society, and celebration all around.
