UK laws prohibit the use of cell phones while driving a car, or even sitting at the wheel in a traffic jam with the engine running.
So this fake Cell Phone and arm, which doubles up as a head-rest, is fitted to the seat. To the interested observer, it looks like the driver is taking a call.
On
further observation, the driver might appear to smoke a cigarette, or adjust his rear view mirror with his other hand.
A fake arm like these

I'm a bit lost. It's someone not making a phone call, cunningly disguised as someone making a phone call, even more cunningly disguised as someone not making a phone call. WHY??!? [+] |
[edit] //WHY??!?// - I should have read the subtitle. |
so why have a device that makes it look
like you're breaking the law? |
One reason could be to camouflage who is really breaking the law.
Or maybe it's for those that talk to themselves, and want to hide it. |
Or use a left-hand drive car and have the passenger using a cell phone. |

" THAT'S A LOTTA NUTS ! " |

Ok, now YOU get to tell me the source of the reference, and why it relates to this idea. |

It's fun to appear to be breaking the law around those busy-body types in your community who tattle and snitch to the authorites every time they think someone might be considering to do something wrong. Once my local municipality had to dig a ditch through my front yard and then left the hole in the ground for about 2 weeks. My nosey neigbor asked me if I had a permit for what appeared to be my personal construction project. I told the guy that I didn't need a permit and I that I was trying to figure out how to fix the underground gas line that I accidentally broke. Needless to say that the guy had plenty of explaining to do when the police, fire department and gas company showed up to discover that nothing was wrong. |

[normzone], a quick search reveals that it's a comedy: I assume that this gag was in the film?
[DesertFox], similar, and I knew that idea existed before posting. But in the UK, I think driving with an elbow hanging out is not against the law. |

I struggled but was unable to find the appropriate image - there is an obviously fake arm and cellphone grafted on to a character who says that line in a movie in whence the stock footage predates cellphones: Kung Pow. |

[Jscotty]: Nice one! Using the system against those who think they know it best... |

Spooky. Have [Ling] and Scott Adams ever been seen in the same room? |
I saw this in this morning's Dilbert cartoon and I'm not kidding. |

Be scared. Be really, really scared... |
