Simply a fake ATM that gives you fake money. Also duplicates the card's magnetic info strip so the owner of the fake ATM can use it later.

Annotation:

Or you could just have a false front that you can stick on any ATM. The keyboard, screen, and card accepter pass through from the real ATM, but the money falls into a storage compartment and fake bills are given to the customer.

Baked by the way. A few years ago, a trio in the UK rented a High Street property and installed a reader on a fake ATM. They were busy reading cards and PIN numbers to use later. Unfortunately, a worker for the bank that they had used as a header realised that they didn't have an ATM there and they were convicted.
The judge who sentenced them paid tribute to their 'unmitigating gall' as they were a hair's breadth from getting away with it..
