This is a computer input device. It learns by using biometrics to first measure eye movements in total silence, then measure eye movements under the influence of loud sounds played through headphones to the ears. Once the software can measure the throughput of sound from the ears to the eyes it should be able to recreate the sound from the eye movements. Then it might be able to recreate sound that the subject imagines, or sonify the difference between sound in the environment and expected sound read from eye movements.
