The UK is under siege from violent, abusive drunks. These idiots who nightly terrorise many otherwise pleasant city centres require substantial resources to transport them to the local police stations for confinement.

The solution to this considerable waste is now available in the form of Drunks' Rickshaws. Each Rickshaw takes the form of a lockable cage on wheels, being drawn along in the usual manner by an operator either on a bicycle or using two long handles. (see links)

The drunk is of course in the cage. The operator is of course another previously convicted drunk on community service punishment, who's journey back to the local nick is closely monitored by cctv.

We dispute this. A siege is a situation where the enemy are on the outside, trying to get in. In the UK the drunks are already on the inside.

Sp this is not a sage in the classic sense, but an infiltration.

Further, what if the drunks form the majority of the population ?
