Here's a freaking stimulus idea for you.
For your idle high school seniors, college students and general
youthful unemployed:
Draft them -- they're in almost every household.
Pay them -- help them and their families financially.
Order them to sit home -- help all of us.

Of course, the sit at home is the hard part. |

Summon them away to crowded camps or barracks. |

Make them exercise. For example, they could help dig
ditches for laying down big HVDC cables to smooth the
transition to renewable energy. |

They recover - after all, they're young and they've been
exercising. |

Having got sick and then recovered, They can go home
and get on with life, knowing that they've developed
immunity. |

So, like the Decameron (link) except, instead of secluding
the young so that they can avoid the plague, seclude them
so that they can get over it well away from their elders. A
lot less luxurious, too. |

primary thought behind this idea is ways to generate
stimulus without new legislation. The sit at home part is a
funny bonus -- could be sanitize everything as needed too,
especially if things get even more serious and their
vulnerability continues to be lower. |
