Simple little ink bags which break when you throw them really hard at someone or their vehicle. The ink is permanent or very difficult to wash off, and exhibits vibrant colors. Could be used during robberies, muggings, terrorist shootings, etc. to make suspects more visible in manhunts. Perhaps the
ink even reflects infrared so as to improve night vision visibility.
Could be a consumer item (at the grocery checkout) people carry in their purses, cars, apartments, offices, etc. Or maybe they are available in public places, on main street or in malls behind a special glass, kind've like a fire extinguisher.
