The basic design would be a toddler's rugged jacket with a luggage handle on the back. This would be helpful in those 'two seconds to act' situations in which the child is unwittingly headed toward danger. For additional cost, several emergency airbags could be affixed to the garment, to be deployed in a split second by a shock-sensor mechanism to prevent injury from falls.

I always hated it when grampa would click the safety off of his gun, rack the slide and point it at me. "C'm' 'ere, boy." It'd clear the mall out every time. So humiliating.

Maybe this would bring up smarter people! The most traumatizing time is during those first few years, when your falling all over the place.
