Let's start with a few reference points.
(1) "Dodgems" are electrically operated cars which derive
their power from an overhead metal grid, via a vertical
pole at the rear of the vehicle.
(2) "Cats" are small semi-domesticated mammals which
possess tails which are somewhat conductive and
which
are
normally held vertically.
(3) A mild, extremely non-lethal electric shock will
almost
certainly prompt a cat to move.
(4) Many domestic cats are left unattended during the
day
and are, presumably, bored.
Taking points (1) through (4) together, it would seem a
simple matter to create a low-ceilinged cat/dodgem
hybrid
system providing valuable recreation and exercise for
one
or more domestic cats.

For a cat left unattended indoors, the dwelling could be transformed into an obstacle course, making is less boring, perhaps. (Journeys to food could be made into adventures). |

For a cat with access to any kind of outdoors, there is never any boredom. In blizzards I suppose they don't come home if permitted to follow their natural impulse to go and kill off wildlife, so a catgem might fill those confined hours. |

For a cat with access to your bird bath, a somewhat more powerful catgem around that might work nicely - especially if he's the one from next door who only visits to yowl at "your" cat at 3 am. |
