Tasha skated away from Rick as hard as she could. She couldn't get far, but energy was building. The length of elastic cord grew taught between them, building potential as it stretched. Finally the two could pull no more.

Tasha did a quick turn and started skating towards Rick as he pulled on the cord with all his strength. The combined forces propelled Tasha down the ice at unprecedented speed. Once the cord was slack, she performed a mighty leap, the likes of which no one had ever seen.

At the completion of the jump, the elastic between them once again grew taut. Stopping abruptly, Tasha transfered her forward momentum back to Rick, giving him the boost needed to perform the next move.

Various competition categories are possible, ranging from bungee length, strength, and whether or not the skaters are allowed to let go of the bungee.

A moving skater does not have enough power to stretch a bungee cord attatched to a stationary skater. I will assume, however, that two skaters orbiting around each other will slowly spread until the line is taught, and may do tricks while spinning around each other. (+) For making sakting more intersting and for the possibility of serious injury.

you obviously need to have a catapult as used by aircraft carriers to launch the first skater.
