This is a boat permanently mounted to a trailer. The boat is driven on the road with the steering wheel and throttle already available in boats. A brake pedal would be added. The propulsion is provided by routing power to the trailer wheels. Think segway. Two electric motors mounted in the boat and connected to the wheels via right angle gear boxes. The steering wheel would still be connected to a running outboard motor as well as the new self balancing computer.
