The House of Lords or senate is abolished and replaced with a directly elected, proportionally represented big brother house. Lords or Senators do not leave the house for the 4-5 years they serve but are allowed visitors. Every moment of their lives, every word exchanged with any individual on any subject
is recorded and televised.
Not only would this lead to a reduction in corruption and more transparent government, but might also give the population more of an insight into how politicians form the opinions they hold and why they make the decisions they do. It would also force differing factions to interact and may foster understanding between them.
All footage would be freely accessible to citizens and every frame would be impressed with the camera ID and the number of seconds that have elapsed since the start of government, making referencing and sharing pieces of footage easy and meaning events leading up to any controversial utterances can be put back in context by viewers after the inevitable sensationalising by news media.
The lower chamber would remain as it is, so that representatives can maintain a link to their constituencies, which they would not be able to do if locked in a house for 4-5 years.
Evictions are performed periodically by some mechanism but are very rare, occurring only if an absolute majority of those who voted for the lord in question agree that they should go. Only voters who have become disenfranchised by the eviction or whose vote did not lead to any lord being elected in the first place, may vote for the evicted lord's replacement.
