Having a dog of my own, I do notice that certain lamposts are corroding quite badly. How about a rain-water collection system that feeds in to a small tank in the base of the lampost. A sensory pad is wrapped around the post and the acidic effluent of the aforesaid dog triggers a hefty squirt in the
opposite direction, thus deterring the dog from continuing its business. The dog being a smart animal will remember this and take its leak in a more bio-friendly area in future.

I need to repost one of my old ideas. |

Simplify: Collect rain water in a dish that encircles the base of the lamp post. |

Problem solved. Dogs won't piss where there's drinkable water. |
Later, thoughtfully: In many ways dogs are smarter than us. |
Oh they are not, unless you measure smartness in some unusually different way than I do. |
[bristolz], I started with the assertion that pissing into one or other's drinkable water is not smart, and worked backwards from there. |

How do you measure smartness? |

these instant sensory pads are pretty amazing. |

You would say that, wouldn't you [dogzapper]? |
