Maintain a permanently-running war somewhere, for enthusiasts only.

In some sparsely-populated, remote territory, preferrably with a very harsh climate, organize two or more all-volunteer armies that would perpetually fight. Why? Because each would be composed only of people who enjoy the battlefield hell. People with violent tendencies from all nations would assemble and slaughter each other instead of peaceful citizens. Nations that benefit might contribute supplies.
