Active ozone replacement

Correct me if I'm wrong, but as I understand it, ozone can be produced by an electrical spark through air, if this is the case could a stupidly highrise tower be constructed in the south and north poles purely as a "van de graaf" generator to combat the depleting ozone layer, or even could a "big pipe" be made that high with the ozone synthisis going on at ground level?? I haven't done the math, so if this is completly dumb please put me out of my misery, otherwise get to it peeps and save the planet or something....

       I can't find a link to it, but at one point one of the things like Popular Science had an article on someone's plan to use solar powered helium balloons dangling corona wires 'way up in the middle of the air' to try and replace the ozone...never heard anything of it again...
