There are lives that can be changed and saved to the benefit of us all if we can identify them. A young man who has just stolen a car for his gang. A young woman on drugs, who started hooking for more. Someone down on his luck who is turning to embezzlement.

Right when it's starting, before The System or the criminal world has its chance to get its hooks into someone. This is the time for change. By the time that young man is in prison it's generally too late: Prison is where we turn a guy who made a mistake into a hardened criminal with nothing to lose. The people who know about this are his friends. And there are plenty of people who have been down that path looking with regret at people taking their first step.

This organization would step in (after receiving a phone call), in the vital moment it's possible. It would offer a new job in a new city to a man who thinks he has to steal to get by. It would offer drug rehab, the right welfare applications, and a solid friend to that hooker. It would discern the thing a person needs to get out of a bad situation before that situation ruins a human.
