This array of engines, use not 3ft/sec, not 6ft/sec, nor even 100ft/sec, but 30m/sec linear pistons powered each by the discharge of 22,000uF capacitors, charged by 100kWh battery pack. Apart from the pistons operating in a vaccuum and there being no gas to transfer (hence, no need for four stroke) the remainder of the mechanics of the engine are very similar to a petrol engine. This provides the 'mouthfeel' and rumble of a petroleum car with some of the efficiency and emissions qualities of an electric.

       I think what he's talking about is this. You can get linear electric motors, which slide rather than turning. You could therefore use them to drive pistons up and down, as a sort of petrol-less petrol engine. It wouldn't be very efficient, but it would give you a sort of growly electric vehicle.
