Apart from the pistons operating in a vaccuum and there being no gas to transfer (hence, no need for four stroke)
the remainder of the mechanics of the engine are very similar to a petrol engine.
This provides the 'mouthfeel' and rumble of a petroleum car with some of the efficiency and emissions qualities of an electric.

I think what he's talking about is this. You can get linear
electric motors, which slide rather than turning. You could
therefore use them to drive pistons up and down, as a sort of
petrol-less petrol engine. It wouldn't be very efficient, but it
would give you a sort of growly electric vehicle. |
