The wind would actually have to be faster than 100 mph
to
get the racers up to 100 mph, so at that point the only
challenge would be keeping the racers on the ground.
This would be done by having suits aerodynamically
outfitted with spoilers on the sides of the lower part of
the
legs
pushing them down.
Once a racer lost their footing on the ground they'd be
blown off the track into padded airbags around the track
perimeter while the remaining racers continued running
like the wind.
I'd be interested to see the technique to run as fast as
possible because the challenge would be not flying off
the
ground. Might be more like speed walking than running
or more accurately, taking a step, flying 30 feet or so,
touching the ground enough to retain balance then
taking another "step" to fly at 100 mph another 30 feet
or so.
So would it be running or just making running motions as
you were pushed along by hurricane force winds? Does it
matter? It would be extremely dangerous which is the
point.

Look how long the guy's motorcycle keeps sliding after he falls off at 100 mph.
