looks to the left, blinks, looks to the right, scans the neighborhood below. Although it looks random, it will eventually look directly at you, because it covers every area in the entire city. Then it blinks one last time and disappears.
Days, maybe weeks later, it appears again in another city. No written message, no associated press release, just a mysterious projected eyeball ominously looking over the city.
It would be a subtle protest against mass surveillance in the information age and I think everybody would get the idea.
