With a city with unlimited resources, every streetlight could have a mounted networked speaker. Emergency vehicles paths could be tracked and the sirens could trace out the route. The sound initiation could be preemptive giving time for cars to pull over and make way.

The speakers would also be good for overlord's subliminal messaging.
