The idea is that there be a non-annotating period for new ideas.
Rationale: mainly that early annotation often stifles thought and innovation, like the kid that goes HA-HA on the simpsons.
Halfbakery is frequented by so many regulars that knee-jerk their special tainted slurry all over fresh thought.

It shouldn't be to stop annotation, just to delay it, to give more people the chance to see an idea and consider it in their own "mental space".
