How about companies hosting and/or sponsoring advertising balloons fitted with wi-fi antennas fitted either on the ballon or on the guy wire. Having the network details printed next to the company name, people have to look at the advert to get the login info. Once the internet browser starts the home page could be rerouted the company's own.
