Simple web service : websitedown.com is a constant updated list of URLs that are currently unavailable due to network issues.

Website owners log a message with websitedown.com once an issue is known and remove message when site is up and running again.

One implementation difficulty: "network issues" are relative. I might not be able to get to a certain website from my ISP here in Atlanta, but you might be able to get to it from your internet-enabled phone in Taiwan. This isn't always your ISP's fault, for instance if the website's DNS has been updated but hasn't propagated to all servers worldwide.

Also consider large sites like Google or Yahoo that actually exist on hundreds (thousands!) of servers. If the servers for your country are down, then that site is effectively down, even though others may be happily accessing it elsewhere.
