Assuming your electric car is of the type that is a motor driving each wheel independently (on all 4 wheels, which I believe is a common practise with electric cars), ... it should be possible to turn an electric car on the spot the same way that tanks do - wheels on one side go forward, wheels on the other side go in reverse. The facility could even be downloaded as an upgrade to existing vehicle.
