Human hair wigs can only be made from fairly strong hair. A significant portion of the population has fairly fine/weak hair that will not last any length of time in a wig.

I was born with no hair on my head at all, but after a few months of living in Southern California, I grew a righteous crop of thick brown hair. Now, here in Missouri, I am getting a bit thin on top. If I ever lose all my hair, I will just move back to Southern California, and grow another crop.

I had a woman's head of hair recently. I thought that, by official decree, the hair artist would be obliged to ask whether or not I wanted the locks kept after cutting, to a crew length, for charity to the hairless. Thirty minutes later there were the resemblances of two dead small animals on the cutting room floor (left and right of me) getting swept up. No tip was given.
