I thought you were proposing super high-tech optic sensors that detect where you look and indicate (via alarm and flashing lights or something) inappropriate looking.

I thought this was the purpose of the news/sports front pages that many restaurants here in the U.S. post on the wall above the urinals. By referring to one of the stories in the paper, you "prove" your eyes are directed above the line.
