This gizmo is a small cocktail-size genuine umbrella with a stiff spring instead of a stick, like the bases used for clipping budgie toys to perches. In this case, the circular clip at the base is the diameter of a cigarette and clips over the tube, allowing the smoker to enjoy in peace and dry.
