A collapsed plastic bag with an osmosis valve/pump attached. The plastic bag has measured amount of salt in it and the osmosis valve membrane allows water from the blood plasma to pass into the bag until the osmotic pressure is equal inflating the bag with just the right amount of saline. Since the bag is collapsed the incision need to implant the bag is smaller than a traditional operation would need. You could inject a salty solution or some sort of sugar into the breast (or anywhere else) which would do the same thing, until the molecules diffused away.
