Your effective limit on the brokenness of the ground you can traverse is less than half the radius of the wheel. In other words, there's a damn good reason tanks have treads and huge wheels; they are needed to cope with uneven terrain. A Segway isn't going to be worth jack on even moderately broken terrain, and it isn't worth shit in sand.
