Roombas in space. Driven by by air pressure, armored, trailing cables ended with electromagnets. C'mon guys, this is a safety issue.

I think a large, cushioning mass of gunky foam would be a better solution. Add some correctional jets to reposition it into the best "fishing" orbits and afterwards you could harvest the trapped space junk particles.

At the very least it could slow things down.
