My TV has resizeable picture in picture. It can be as small as 1/16 of the screen (quarter width), or as large as 1/4 of the screen (half-width. I can move it around the screen wherever I want.

Perhaps you want a re-shapable picture-in-picture that only shows a portion of the pip-image (i.e. the stock ticker)?
