Dog leans back, zeppelin goes up, forward goes down, right turns right etc.

Propellers and rudders/elevators on either side of a balloon big enough to get the dog and vehicle airborne, battery powered obviously.

Be easy to add any of a number of safety mechanisms to keep them from going too high.
