Users upload pictures of themselves, which are cross referenced through the database with facial recognition software. When a similar face is found, both parties are alerted about their newfound double. Now those born without an identical twin can have all the fun and games of messing with peoples' minds through impersonation.

This could either be a standalone social networking website, or simply added functionality for already established sites.
