Just get a can of yellow spray paint.
Paint double yellow lines under the offending car, then call the police. They will quickly arrive and tow the vehicle away.
A can of black spray paint can then be used to prepare the space for your own car.

One 1 yellow line, it will be normal, and the other a conveyor. It could be used by pressing 1 of 3 buttons on a wall-mounted control panel. The 3 settings are compact, SUV/Small pickup and Large Truck. The conveyor will have to be strong enough (at least) to hold more weight than it will ever need to hold.
