According to a certain website that I'll post below (be sure to check it out, or the idea will seem not just stupid but ridiculous as well), the marshmallow used to make marshmallow peeps is not water soluble. Still, it's edible, lightweight, and will keep indefinately thanks to the high concentration of preservatives. Dry it out a bit, and it's a little more solid. If it punctures, it will still float, and it's nice and soft for landing on.
