Flap it how? Spin it in a circle on one of its axes? bend it back and forth along one of its axes? I imagine the twist could serve as a screw, but the physics of various degrees of turning a propeller have been studied out the wazoo. Literally. I am on the john as we speak shitting out studies of propeller twist ratios. That was a lie. I'm actually shitting out a rehash of a tired business ethics paper because my school is not willing to pay for teachers to review original research. It's my fault though, I flunked out of a university that challenged me. Why yes, Ritalin is awesome, thanks for asking.
