Turn on your pants and BLOW!

Fans powered by a backpack battery fill your pantlegs with air. Possibly with enough air passing through, and bellbottom pants (or suchlike) one might possibly be able to hover over the ground. Of course, that means a lot of air, but mount the fan on your back instead of a battery and plug it into a high-voltage outlet and see what happens. The pants would have to be non-aeropermeable for the hoverpants to work, but the air would keep you cool.

Or maybe a jetpack style affair blowing down the back. Cool exhaust would be needed, or armored underwear.
