Now, regarding power requirements:
According to Drews et al 2001, Journal of Power Sources v97-8, pp 747-9 an implantable pacemaker/defibrillator battery can supply pulsed power on the order of 5W at 2.5V for 10 seconds. Pulsed power should be OK if LEDs are used for the light source. I don't know what it takes to transilluminate breasts, but you can transilluminate a person's head with an ordinary medical penlight. Replacement bulbs for those are, e.g. 0.250A * 2.5V = 0.625W. Those are incandescent bulbs, hence a conservative estimate of what would be required for LEDs. So power requirements don't seem excessive, provided cost is no object.
Glowing testicles should have even lower power requirements, as less tissue to shine through. Would be startling for an unprepared sexual partner: perhaps a novelty way to end a relationship?
