Every year, college students pledge to a fraternity to be allowed to join. One of the things the fraternity does to test the mettle of these pledges (not hazing as hazing is prohibited) is to make them scrub floors with a toothbrush.

So to make money, the fraternity hires out groups of pledges to people who need something (floor, driveway, etc) scrubbed.

although you run the risk of them stealing your house keys and you returning from vacation to a lawn full of college kids and hells angels. I've seen that movie.
